Serving Rural Ohio Communities for 29 Years

The Ohio Rural Community Assistance Program (RCAP) provides free and low-cost services to help rural communities address their drinking water and wastewater treatment needs.   Each year, we serve over 100 communities in Ohio and leverage millions of dollars for water and sewer projects.

Ohio RCAP is part of the Great Lakes RCAP network, and receives funding from a number of federal programs as well as Ohio EPA and the Ohio Water Development Authority to provide technical assistance to communities under 10,000 population, including homeowner associations and mobile home parks.

RCAP Releases Its Spring 2010 Training Schedule of 301 and 401 Courses

Ohio RCAP is pleased to finally present it's 401: Applied Asset Management with CUPSS course, as well as again offer its 301: Asset Management, Budgeting and Rate Setting course for local officials.  CUPSS is a free Asset Management software program for water and sewer utilities from US EPA.  Classes are sponsored by Ohio EPA's Division of Drinking and Groundwater, and registration is free, but space is limited.  Please click here to download a brochure, and register by using our on-line Training Sign-Up Form, or call Nadine Thompson at (800) 775-9767 for more information.  Both courses are targeted to financial and operational staff at small utilities.  Operators will be able to receive at least 5 contact hours for each class.

RCAP Offers Project Planning, Design and Construction Short Courses - Sponsored by OWDA

Ohio Water Development Authority and RCAP are pleased to announce a series of three 'Short Courses' for water and wastewater utilities.  Each stand-alone course is approximately 90 minutes, and will outline the roles and responsibilities of project owners, engineers and contractors.  Topics such as funding, public engagement, land aquisition,  tap fees and rates, project inspection, project close out, etc. will be addressed.  In order to enable everyone from a community involved in a project to participate, RCAP will travel to the community.  Participants will receive a handbook, and the training is free.  For more information, or to request a Short Course for your community, please contact Randy Hunt at (614) 825-0535.

WARN provides standardized Mutual Aid Agreements and a database of equipment, labor and other resources water and wastewater systems can utilize in the event of an emergency.  Participation is free, and RCAP along with AWWA strongly encourage all systems to join.  A big advantage to being a WARN member is that by signing the agreement and following the procedures, it sets the utility up for record keeping according to FEMA guidelines and has them in place should reimbursement occur. Also, WARN addresses the responsibility/liability issues for assistance.

WARN is also voluntary program of utilities helping other utilities.
