Small Utilities GIS Cooperative Feasibility Study

In 2008, RCAP coordinated 18 communities and Rural Water & Sewer Districts to apply for a Local Government Services and Regional Collaboration Grant through the Ohio Department of Development, and the group was successful in receiving a $75,000 award to pay for the study.  The Village of Carrollton volunteered to be the lead applicant and administrator of the grant. 

Ohio University was selected to lead the study, with RCAP assisting in the effort.  The study started in December 2008 with some planning and scheduling.  Research was conducted throughout the year, culminating in final report at the end of December 2009.

GIS Cooperative Proposal by RCAP and Six Northeast Ohio Communities Wins EfficientGovNow Grant

Thank you to everyone that voted for our project.  We won a $70,000 grant from the Fund for Our Economic Future and the John S. and James L. Knight Foundation.

RCAP would really like to thank the Ohio Water Development Authority for funding its proposal to continue development on the proposed GIS Cooperative.  This grant was very timely in helping to fill the funding gap for our EfficientGovNow project.

We recently submitted a similar proposal to OMEGA for ARC funding to collect GPS data in several communities in Tuscarawas, Carroll, Columbiana and Jefferson Counties, and should learn whether or not it has been selected for a full ARC proposal in October.  The new Eastgate Appalachian Development District serving Mahoning, Trumbull and Ashtabula Counties has encouraged us to send data collection proposals for communities in their service area.

We are currently putting together a technical advisory committee, and are continuing to talk to the ESRI software company and a few consultants regarding the start-up configuration, costs and technical requirements for the proposed Internet-based GIS service.  Any new communities that are interested in becoming part of a GIS Cooperative for small utilities should contact Sherry Loos.
